Harrah's Chester: The Pick 4 Problem

I just received from Mike Tanner the following email about a Pick 4 wagering problem that Harrah's Chester has experienced over the past few months. My thanks to our friend (and loyal reader) Bob Asher for raising the issue. Here is the complete text of the relesae from Harrah's Chester:

"On Tuesday, May 27, Harrah's Chester was contacted regarding a possible discrepancy in its display of the previous day's Pick 4 combination and payout. Specifically, concern centered upon the payoff graphics displayed via the track's simulcast signal.

An internal investigation revealed that on six occasions during the current meet, a software glitch caused winning Pick 4 combinations to be miscommunicated on the payoffs graphic displayed on the television monitors. In each instance, the graphic failed to adequately indicate that the winning combination was for "three of four" listed numbers. The dates on which this occurred were April 24, May 11, May 12, May 15, May 19, and May 26. Correct combinations were reflected accurately by the Harrah's Chester tote system, and winning tickets processed through tote ticket readers were paid on every occasion.

Harrah's Chester immediately self-reported this issue to the Pennsylvania Harness Racing Commission and the Pennsylvania Harness Horsemen's Association. Within several hours, software was reprogrammed to correctly interpret the the Pick 4 payout information sent from the Harrah's Chester tote system to the track's video services provider. There have been no subsequent issues with Pick 4 winning combination displays.

Harrah's Chester also alerted via e-mail its simulcast partners and wagering hubs as to the Pick 4 payout displays on the days listed above. Feedback and information regarding outstanding tickets was solicited. Graphics alerting bettors to the Pick 4 discrepancy will appear on the Harrah's Chester simulcast signal starting this Sunday, June 22. On track, two winning tickets remain uncashed. In accordance with Pennsylvania racing statute, any tickets purchased at Chester during the 2008 calendar year will be purged from the tote system and their funds remitted to the State if not redeemed by March 31, 2009.

Harrah's Chester regrets the miscommunication and any confusion this has caused for its bettors, both on- and off-track. We remain in contact with the Pennsylvania Harness Racing Commission as we move continue to move forward in addressing and rectifying this matter."
 
It's Andrew again: since I'm not a bettin' man, let me know what y'all think about this.

Well, as a person who did not have the winning ticket, I would say it was an honest mistake. Of course, if I was a person who had a winning ticket and through it out because of the mistake, I would probably be singing a different tune.

Just another in a long line of "GLITCHES" that keep taking place. How in the heck are we supposed to "trust" the system let alone expect newcomers to trust they are not being screwed?

I'm glad somebody caught this. But the bigger question is this. How long has this been going on. They been open over two years now. And if this was going on since day one, then Chester really needs a better explanation.

I don't know which "tote" vendor Harrah's Chester employs, but one major company, Scientific Games, reportedly has a rather sorry history of both computer glitches, and out-and-out fraud committed by some company employees.
