Okay, So I want to breed horses in New York

Have you heard the news about how harness breeders in New York will again be eligible to win awards-- read, money!-- based upon how their horses perform in certain Sire Stakes races? A good sign of the state's resurgence. And now I want to become a horse breeder in New York. So what do I do? What does it take?
 
I have a call in to Mike Kimmelman of Blue Chip Farms for some answers and will post them as soon as I get them.

Hey, the breeders awards money is a LOT bigger in Pennsylvania -- we just sent out almost $6 million worth of checks based on accomplishments in the 2007 racing season. And our overnight purses are superior to those of many other ovals. PENNSYLVANIA is the PLACE TO BE right now!
