WEG continues Elliott push--too far or not far enough?

Here's the latest from harnessracing.com and Woodbine Entertainment Group on the suspension of Bill Elliott and Evzen Pindur. WEG is not accepting any entries of any horses trained by the two as a result of reported positive DPO drug tests.
 
But what does the refusal really mean? Will WEG keep an eye on those horses and keep them banned if and when they are transferred to another trainer? Or will such transfers get the horses around the ban? I have asked Bruce Murray at WEG to help me sort it all out but in the meantime please feel free to chime in.

Here in your favorite state, NJ, when a trainer is suspended, none of his horses are permitted to race until the NJRC approves a new trainer. That procedure doesn't have much in the way of teeth, since in most cases they routinely approve someone already affiliated with the stable, such as a second trainer. However, in some of the more serious cases, such as the Ledford situation, the horses had to be placed in the hands of people who were not previously affiliated with the stable.
