The Ohio Senate passed the Instant Racing bill on Wednesday 25-8 with all of the "no" votes coming from Republicans. The bill now moves on to the House and to Gov. Ted Strickland, a Democrat, who has not said what he will do if the bill reaches his desk.
The Ohio Legislative Service Commission says that $1 billion a year could be bet on the Instant Racing machines.
