Bank vice president named to Pennsylvania Harness Commission

Philadelphian Richard Welsh, a senior vice president at Wachovia Bank, has been named by Pennsylvania Governor Ed Rendell to fill the third seat on the state's Harness Racing Commission, joining chairman Roy Wilt and accountant and former Pocono Downs general manager Arthur Manuel.
 
The Harness Racing Commission has had just two members for nearly two years. Thee board makes policy for the state's three existing harness tracks: The Meadows, Mohegan Sun at Pocono Downs and Harrah's Chester, and will do the same for the new track to be built by Centaur Inc. in Lawrence County. 
 
Welsh, 55, does not have any direct ties to racing, which prompted the commission's executive director Anton Leppler to state, "It's a good idea to bring someone in who has a fresh perspective on the racing and gaming industry. His banking background will be helpful. It's a new dawn and a new day. I'm sure the new commissioner will work well with the others.''
