Kentucky Gov. Steve Beshear on Tuesday was quoted as saying he believes the state Senate would pass a bill allowing video lottery terminals at the state’s racetracks if given a chance. In speaking after a conference in Louisville, Beshear said, “I’m pretty confident that we will have enough votes to pass the bill if it gets to the floor.
“That’s not saying all Democrats will vote for it or that all Republicans will vote against it. I think we will have some Republicans vote for it if it gets there.”
Republicans currently hold a 19-17 advantage in the Senate, with one independent. There is one open seat that will be determined in a special election on Dec. 8, with Democratic candidate Jodie Haydon a proponent of expanded gaming at the tracks.
Two Republican Senators, Senate president David Williams and Damon Thayer, earlier offered a proposal for expanded gaming that would call for voters to approve a constitutional amendment. Opponents countered that because the issue wouldn’t be placed on a ballot until November 2010 that even if approved the delay would be counter-productive to the racing industry.
