The Associated Press reported Thursday afternoon that New Mexico Sen. Tom Udall will introduce a bill next week in the U.S. Senate that give the federal government a role in governing horse racing in enacting a law that prohibits performance-enhancing drugs.
Under Udall's proposed legislation, any person with three violations of the ban would be permanently banned from horse racing. A horse that tests positive for performance-enhancing drugs three times would be banned for two years.
