Kentucky Gov. Ernie Fletcher spoke Thursday morning at the annual meeting of the Association of Racing Commissioners International at the Marriott Griffin Gate hotel in Lexington. Fletcher updated the gathering on the state of the industry in Kentucky, and pointed out the recent proposed changes to drug penalties.
