Illinois Harness Horsemen's Association (IHHA) president Dave McCaffrey has issued a statement which says the IHHA is working to repeal the state's unique recapture law which has moved money from purses to track operators for more than 10 years. the recapture law came about at the same time full-card simulcasting got underway.
The statement is as follows:
"Horsemen in Illinois are rallying to repeal a recapture law that has allowed race tracks to take millions of dollars from horsemen for more than 10 years. Unfortunately, some lawmakers have wrongly associated horse racing with the racetracks, and they have rewarded the tracks with favorable legislation at the expense of the industry. In turn, Illinois’ economy has suffered as prominent owners, trainers, breeders, and drivers have fled the state or closed down their businesses. "Repealing recapture is the top priority of the Illinois Harness Horsemen’s Association this year. We believe it is imperative to save an industry that once employed over 40,000 hard-working men and women. Moreover, it would restore fairness to horse racing by restoring purse money to the purpose it was intended--support of horsemen. We urge all horsemen to contact Illinois legislators to show their support."
