A House Gaming Committee in House Bill 4758 would create the five-member authority, which would then seek out a contractor to oversee the proposed harness meet that could be up to nine months long a year. Although there were no estimates of possible revenue, money from racing would to go improvements at the fairgrounds and pay for the operation of the city-county combined emergency dispatch system that costs about $3 million annually.
