Legislation to authorize video lottery terminals at Kentucky racetracks unanimously passed out of a House of Representatives committee Feb. 12, but its sponsor, House Speaker Greg Stumbo, has already said he doesn't expect the bill to be voted on by the full legislature this year.
The bill passed the House Committee on Licensing and Occupations with one abstention. Some legislators reportedly voted for the bill specifically because it would raise money fo the state, which is facing huge budget deficits.
The bill calls for VLT licensing fees as high as $125 million for Turfway Park, which was a huge increase over the original $25,000 fee per track. Churchill Downs would pay a $100 million license fee, and The Red Mile and Keeneland, if they pursued a joint project, as they have indicated, would also pay $100 million.
The bill now goes to the House Committee on Appropriations and Revenue.
