Tex Moats, a Standardbred trainer for 35 years and the current Illinois Department of Agriculture bureau chief of county fairs and horse racing, will be inducted into the Illinois Harness Horse Association Hall of Fame Saturday, Jan. 29, at Balmoral Park.
