In his latest Wire To Wire column, Andrew Cohen questions why a horse that received a black-box positive was allowed to race at two other racetracks, which subsequently resulted in the trainer being fined and suspended. Cohen looks at the rules governing such an occurrence and how this incident happened. Cohen also talks about Hanover Shoe Farms' Murray Brown's submitted rule change to the USTA that will require race programs to include full disclosure of the reason why a horse was a "judges' scratch."
