The winning ticket for the record payoff Pick 4 at the Meadowlands on Friday night was played at New York City OTB, but plans to keep the off-track betting operation open are looking dim. Negotiations on Friday to come up with a bailout plan to keep New York City OTB afloat while it deals with its millions of dollars in liabilities--many to tracks--failed.
With no plan approved by the New York legislature and governor, New York City OTB sent out layoff notices to its 1,300 employees, announcing it will cease operations on April 11.
