Ohio Attorney General says no to casino ballot

On Monday Ohio Attorney General Richard Cordray refused Monday to certify a petition to place an issue authorizing casinos on the statewide ballot in November, saying the petition must be more specific in naming the locations of the casinos. The proposal calls for casinos in Cleveland, Columbus, Cincinnati, and Toledo, but Cordray says exact locations must be named.
 
Cordray also said that the petition, as submitted, appears to make gambling winnings tax-free. He said that under current law winnings would be subject to income taxes.
 
The casino proposal would not include any additional gaming at Ohio's seven racetracks. It allocates an estimated $18 million to the Ohio State Racing Commission.
 
Last week the Racing Commission unveiled its own plan which calls for VLTs at the state's tracks and no freestanding casinos. It was described as essential to help ailing tracks in the Buckeye State.
 
A spokesman for the casino proposal said that the petition language would be rewritten and submitted again to the Ohio Attorney General within days.
