Pa. Court hears complaint

Opponents of Pennsylvania's gambling law that would allow 61,000 slot machines at seven racetracks in the state argued before the Pennsylvania Supreme Court Wednesday that the law is "constitutionally suspect."

According to a story in the Philadelphia Inquirer, the lawyers for Pennsylvanians Against Gambling Expansion are complaining that the bill, which began as statute on fingerprinting people seeking horse racing licenses, evolved into the slots legislation.

Attorneys for the state government defended the process, saying many proposed statutes start small and grow as the debate wears on, the Inquirer said.

The gambling opponents listed eight complaints against the legislation, but the Supreme Court asked the lawyers to focus on two: constitutional provisions that say a bill cannot be amended to change its original purpose, and the requirement that legislation address a single subject.
