Progress for Illinois bill

The Illinois horse racing industry has a chance at a big shot in the arm with House Bill 1917, which today (Thursday) passed out of Executive Session in the Senate by a 9-3 vote.



The bill, sponsored by State Representative Robert S. Molaro, calls for all of the riverboats in the state - except the Rock Island boat - to pay 3 percent of their adjusted gross receipts to the Horse Racing Equity Trust Fund (a non-appropriated fund which is held separate and apart from state monies). The Illinois Racing Board will administer the Horse Racing Equity Trust fund. Sixty percent of all monies paid to the fund will be distributed to purse accounts (57 percent to Thoroughbred purses and 43 percent to Standardbred purses). The track operators will receive the remaining 40 percent.



Every horsemen's group in Illinois, as well as all of the track operators, has expressed support for HB 1917.
