The Association of Racing Commissioners International (RCI) has adopted a model rule that will require all trainers—including in harness racing—complete at least four hours yearly of continuing education courses as a condition of maintaining a valid racing license. RCI hopes the new rule will take effect Jan. 1, 2010. The rule reads: Beginning no later than January 1, 2010, in order to maintain a current license, trainers must complete at least four (4) hours per calendar year of continuing education courses approved by the RCI or the commission in that jurisdiction. According to RCI, prior to being included as a model rule the proposal will first be reviewed by the Model Rule Committee and a recommended action taken to the RCI. Only after RCI formally adopts the proposed rule will it be included as a Model Pari-Mutuel Rule. The ARCI is asking for input on the new model rule for trainers, which can be emailed to continuingeducation@arci.com or mailed to Edward J. Martin, president, Association of Racing Commissioners International,
