Tough drug rules for Ky.

The Kentucky Equine Drug Research Council voted unanimously at a Thursday afternoon meeting to present a comprehensive list of penalties for medication violations to the Kentucky Horse Racing Authority for its approval at its meeting Monday afternoon, May 16.



The Drug Council, with the Standardbred industry represented by Walnut Hall Ltd.'s Alan Leavitt and the Kentucky Harness Horsemen's Association's Bill Napier, recommended a list of penalties that also includes suspension of the horse.



In addition, the penalties include the prohibiting of a trainer whose license has been suspended or revoked transfering horses to a stable assistant or anyone else connected--including a spouse.



"This is nothing short of a death penalty we have in college sports," said Thoroughbred trainer and Drug Council member John Ward.



If approved by the Racing Authority, it would then go to the legislature as emergency legislation. Any previous violations a trainer might have had would also not be included as the provisions call for the slate to start completely clean.
