The California Horse Racing Board (CHRB) has approved rule changes which call for owners of horses which test positive to be penalized along with the trainer of the horse. The CHRB unanimously approved the plan at a meeting Thursday. The rule changes will go into effect within 30-60 days, following an administrative review. In addition to forfeiting purse money earned when their horse tests positive, owners of horses with positives for Class 1, 2 and 3 drugs could also face suspensions and fines of up to $50,000 for a third offense.
