Edward Tracy was formally approved in bankruptcy court Thursday as the new chief executive officer of Mid-State Raceway, the parent company of Vernon Downs. The New York State Racing and Wagering Board must now approve a temporary license for the former Trump casino executive before he can assume his duties.
