The Pennsylvania Harness Racing Commission has unanimously approved a partnership between Harrah’s Entertainment and the new Chester Downs racetrack and marina in Chester, Pa. Harrah’s has committed approximately $275 million to the project and will have equal partnership with company president Joseph Lashinger and partners George Miller and Kevin Flynn.

According to a story in the Delco Times, sources said the move was precipitated by impending legislation in Harrisburg that would force racetracks to pay a $50 million fee to the state to garner a license to install slot machines at their facilities. The Chester Downs partnership has said a race track with slot machines will cost more than $100 million to construct in Chester.
