NY shifts drug testing costs to horsemen

According to a report on Bloodhorse.com on Tuesday, the New York legislature has approved a state budget that includes shifting the full costs of equine drug testing in the state to the horsemen, both Standardbred and Thoroughbred.
Both breeds currently pay part of the testing, but the amount is based on handle. The New York Thoroughbred Horsemen's Association argued that since 75 percent of racing in the state is Standardbreds, the payments should be based on a per-start basis.
The new agreement provides that the per-start assessment will be used to cover the costs of running the drug testing program in Morrisville.
