Minutes before Monday\'s first race, John Marshall, general manager of racing operations and Kim Hankins, executive director of the Meadows Standardbred Owners Organization (MSOA) jointly announced the news in the paddock. The news was received with applause from trainers, drivers, grooms and staff.
