The State of New York Supreme Court has rendered its decision in the case of trainer Lou Pena against theNew York State Gaming Commission.   The decision was to direct the State of New York to dismiss all charges against Pena.   The letter of decision by Supreme Court Justice, Honorable Vincent J.
